Services Australia says phone-cracking tech not used for income support compliance – Software

Companies Australia states it is not working with software program from controversial surveillance technological innovation business Cellebrite on authentic welfare recipients, but only to examine “suspected or actual felony and fraud matters”.

The company accountable for administering Centrelink has been working with the software program from the firm considered to have helped the US FBI crack the cell phone of the San Bernadino shooter since 2017.

The software program is mainly used by regulation enforcement to extract details from cell equipment, but has formerly been used by authoritarian regimes with very poor human rights data.

Final year, Companies Australia signed a $450,048 deal with Cellebrite – the vendor’s major with any Australian federal governing administration company – for its software program, developing on numerous lesser specials since 2017.

But in July, the deal improved by $745,657 following Companies Australia extended its use of the software program right until the stop of June 2022, as described by The Guardian before this month.

Responding to questions at senate estimates on Thursday afternoon, performing deputy CEO for payments and integrity Chris Birrer explained the software program is not being used to examine authentic customers.

He was backed up by CEO Rebecca Skinner, who explained that “to be crystal clear [the software program] is not used for folks who are genuinely our customers”.

Birrer explained the software program is used in instances of “suspected or actual felony and fraud matters”, and not for compliance with mutual obligations below the income help payment, for instance.

He gave an instance where by “people have falsely claimed the governing administration disaster aid payments” or “where folks steal the identities of actual customers… and hijack payments”.

“So it’s these form of felony issues [and] serious non-compliance issues that these abilities are centered on,” he explained.

“We’re quite mindful that we have a job of assurance in excess of $200 billion of social help in the Medicare and Centrelink packages, so the integrity of these outlays is essential.

“But we’re also quite mindful of the worth of buyer details that we maintain, and the worth of protecting our customers, numerous of whom are very vulnerable, including vulnerable to coercion or trickery by fraudsters who want to dedicate fraud working with identification theft.

“And so these form[s] of investigation instruments are quite essential for us to undertake fraud defense and also to shield the details of Australian citizens and shield them from identification theft”.

AusTender data clearly show Cellebrite also has existing contracts with the Australian Taxation Business office, Section of Property Affairs, Australia Federal Police and Section of Defence.
